Seems like we need a registry to define what's available.  You certainly want to be able to give reasonable errors when they create the district.

By registry are you thinking just a config file somewhere on the
broker?

There's some planning happening already to improve the configuration
of the brokers and this is something that could be taken into
consideration.  Sound good?

If you'd prefer I hold off on removing the checks until we have the
registry in place let me know.  The config stuff should land in the
next few weeks.
