We plan (eventually) to add per app generic access, where the account owner could add a user to the app.  Does that match your needs?  I'd be happy to help you guys work with us to make that happen.

Often we have more than one developer from different teams working on a single project/app.
That way one can delegate commit permissions without sharing a single private key.

Are you really just looking for the ability of multiple users to access an application?
