oo-diagnostics has not been tested with fedora as much as rhel, so
many of these failures are due to differences between distributions.
However, line 12 tells me that the Gemfile.lock needs to be updated.

# cd /var/www/openshift/broker
# rm Gemfile.lock
# bundle install --local
# service openshift-broker restart

That should get you back up and running.  I am looking at getting the
systemd service files updated to do this automatically for the broker
and console.

        Without further information, my best guess is that the console
    is
        being denied access to the broker for a path that should be
    allowed.
