This is the general outline I would recommend:

1. First restart ruby193-mcollective so that the quota changes are registered with the node.

2. Create a new, differently-named application in OpenShift. The application type should be the same as your original application.

3. In the local repo for the new application, add your original application as a remote repo and pull in all of the original code.

4. Commit and push to the new application.
