Resolved

changed first the 

memory_memsw_limit_in_bytes=128345702

then run
 
service ruby193-mcollective restart; oo-cgroup-enable --with-all-containers; oo-pam-enable --with-all-containers; oo-admin-ctl-tc restart

then 

memory_limit_in_bytes=1073741824 

and then run 

service ruby193-mcollective restart; oo-cgroup-enable --with-all-containers; oo-pam-enable --with-all-containers; oo-admin-ctl-tc restart

I've added some nodes to run in a medium district,
when I changed in the reource_limit.conf the values
from

memory_limit_in_bytes=536870912 # 512MB 536870912
memory_memsw_limit_in_bytes=641728512 # 512M + 100M (100M swap) 641728512

to 

memory_limit_in_bytes=1073741824       # 512MB
memory_memsw_limit_in_bytes=128345702

and then when I run the commands to reload the configuration  
I see the following message from Cgroups

[root node3 ~]# service ruby193-mcollective restart
Shutting down mcollective:                                 [  OK  ]
Starting mcollective:                                      [  OK  ]
[root node3 ~]# oo-cgroup-enable --with-all-containers
Cgroups parameter cannot be set to value: memory.limit_in_bytes = 1073741824

there are memory limitations in openshift Origin nbodes ?

If I try to use 1G the message is almost the same
