Not a bug. When starting from command-line arguments, a default in-memory config is constructed. All the supporting files (certs/keys/kubeconfigs, etc) are written to disk. If you want to persist the default in-memory config, do so with --write-config=<config dir>.

with the option --write-config you're going to write your own configfiles.
I assume you were watching to the documentation of OpenShift 3.0
But when you're working with origin I would recommend the Origin documentation: https://docs.openshift.org/latest/welcome/index.html
