Create an Image Stream

Good Morning,

I've dismantled the origin-aggregation-logging for reuse with our specific environment, and I've run into what I think is a rather awkward problem.  I'm defining an image stream to a custom built variety of fluentd like so:

```
---
apiVersion: v1
kind: ImageStream
metadata:
  annotations:
  name: logging-fluentd
spec:
  dockerImageRepository: docker.f4tech.com/jskarbek-logging-fluentd:latest
```

They above is simply called via `oc create -f filename.yaml`

But for some reason, the word `library` is getting inserted upon creation:

```
[root js-node-001 templates]# oc get is logging-fluentd
NAME              DOCKER REPO                                          TAGS      UPDATED
logging-fluentd   docker.f4tech.com/library/jskarbek-logging-fluentd
```

```
oc v3.1.0.4-16-g112fcc4
kubernetes v1.1.0-origin-1107-g4c8e6f4
```

Any idea as to why this would be occurring?

Perhaps these are related:
