I haven't tried doing any volume mounting with nginx on OpenShift, but this always works for me:

oadm policy add-scc-to-user anyuid -z default
oc run --image nginx nginx

but

Regular users can't change groups by default.  Generally you have to be in a higher tier of privilege - the "anyuid" SCC (setgid is equivalent to root usually)
